Canadian Plant Hardiness Zones Are Not USDA Zones
Canada uses its own system with identical-looking labels but different meaning: a multivariate model developed in the 1960s from seven climate variables predicting actual woody-plant survival, running 0a to 9a, versus the USDA's minimum-temperature-only zones. The offset is roughly one zone with Canadian numbers running warmer, so a USDA zone 4 plant is about Canadian zone 5 — which makes cross-border zone comparisons and plant tags unreliable.
Canada has its **own** plant hardiness zone system, and despite using the same-looking labels — a number plus an *a* or *b* — it is not the USDA system and the two cannot be used interchangeably. ## Two different measurements The USDA Plant Hardiness Zones: How the Number and Letter Actually Work system is univariate: zones are derived from the average annual extreme minimum temperature and nothing else. The Canadian system, developed in the 1960s by Agriculture and Agri-Food Canada, is **multivariate**. It came out of a regression that modelled actual plant survival against seven climate variables — minimum winter temperature alongside factors including summer rainfall, frost-free period, maximum temperatures, and snow cover. It attempts to predict where woody plants will actually survive rather than to report one temperature statistic. Canadian zones run from **0a to 9a**. ## The practical consequence Because the two systems measure different things, a given place gets different numbers under each. As a rule of thumb there is roughly **one zone of difference**, with Canadian zone numbers running warmer: a plant rated USDA zone 4 corresponds to roughly Canadian zone 5. This causes real confusion, because plant tags sold in Canada may carry either rating, and online gardening advice rarely says which system it means. A Canadian gardener reading a USDA-rated tag against their Canadian zone number will believe a plant is hardier than it is. It also makes casual cross-border comparisons unreliable. A Canadian quoting "zone 6b" and an American quoting "zone 7b" may not be one step apart at all — if the Canadian figure is from the Canadian system, the gap is wider than the numbers suggest. ## Both systems have been updated Canada's zones were revised in 2025 on modern climate data, and the USDA map was rebuilt in 2023. Both revisions shifted many locations warmer. The Canadian update was published with an explicit assessment of change over time, making it one of the clearer records of hardiness shift. ## The general lesson Hardiness zone labels are **not a universal scale**. The number is meaningful only alongside the system that produced it. Other countries and regions run further schemes — the RHS ratings in the UK, and Sunset's zones in the western United States, both use different criteria again. Always ask *whose* zone before comparing.
