Northern Virginia Data Center Alley
The Ashburn-centred cluster in Loudoun and Prince William counties is the largest concentration of data center capacity on Earth, and the proximate reason that a single U.S. state utility now plans tens of billions of dollars of transmission build-out.
The Northern Virginia data center alley is a multi-county cluster anchored in Ashburn, Loudoun County, where the early commercial Internet's fibre routes converged in the 1990s. The same fibre density, low historical power prices, and a permissive local tax regime have made it the world's largest concentration of hyperscale data center capacity. By 2023 the cluster drew roughly 32 TWh of electricity, around a quarter of Virginia's total consumption. Dominion Energy, the dominant utility, reported in late 2024 that its contracted data center load had grown from about 21 GW to nearly 40 GW in roughly six months. The utility paused some new connections in 2022 because transmission and substation capacity could not be built fast enough, and even after resuming intake parts of Loudoun County remain power-constrained pending new lines scheduled to enter service mid-decade. The buildout has provoked planning fights over high-voltage transmission corridors, state-level review of how the costs of new infrastructure are allocated between data center operators and residential ratepayers, and proposals for separate tariff classes for very large loads. The cluster is the most concrete real-world stress test of whether regional U.S. electricity grids can absorb the AI buildout on the timeline operators want.
